does a newly created job within the workplace need to be advertised or can someone just be appointed?

Depends what your company policy is. The job may have been newly created with somebody in mind. It should at least be advertised internally.

Yes and no, workplaces [companies] always need the best of the best and hence to get the best pick/choose , job advertising is required. In the other case scenario, vast experience is needed and people who will have worked many years with a workplace/company can be a good pick/choose depending on the requirements and choose of the workplace.

It depends but usually all jobs have to be advertised due to the rules of "open and fair competition" how ever most companies ( including mine) advertise job internally only and depending on the job they are both.

Has to be advertised but they may have somebody for the job and still hold interviews.
