There is also another add called pimp my ride which will allow you to customize the cars in the game. (Including increasing the speed and a lot more.)

To use it you need a PSP with a firmware of 1.5, 2.6 or running a custom firmware.
There are different installion methods for each, but for 1.5 you use devhook and for custom firmware you add a line to the POPs text and place it in the SEplugins folder.
