Is it state registered or federally documented? States will need a good reason to release the previous owner's ID. You will have to do a title search to trace the ownership history of a documented vessel.

Contact the licensing agency for your state, they would be classified as vessels. You would need to provide the reg istration number. If it carries a Coast Guard number, you should be able to track from that, as well.
