you should get a light fixture and hood and low strength lights. Neons from what ive seen can be finiky about water conditions but i know that they do not like really bright light. and an outside source might be okay, but i think they heat up the water if they are too close to the tank. i have a big tank and i never use the lights but it gets sun from 3 differnet angles during the day. try and see, but i would get a hood and light with not to powerful a light.
we have a betta and keep a lamp on near him during the day, but neons are no where near as hardy as a betta.

The lamp will be just fine. Lights on tanks are more for us than for the fish, they don't really need one.

Yes it is necessary to have a light in your fish tank especialy in winter time when there very little sunlight and the fish will become less active. The advice is....feed once in the morning after turning light on and feed once in evening before turning light out. If you allow sunlight to illuminate will increase the growth of algae on the glass....then you'll have to scrape it off.

its not necesary but it does look nicer and you shood be fine with a low voltage lamp, round about 13 or 14 watts. but you must make sure that you do not put it in the window, in sulight as others have directed you to as this causes algae and incresease water temperature possibly leading to killing your fish. i reccomend you buy a arcadia c2 and a 14 watt aqua glo light to bring out the colours of your fish.

A normal tropical lamp will do (just have it on for a few hours on a night time and turn it off when you go to bed ........neon's don't require any special conditions, they're fairly robust and hardy!
