There was more then one framer hence more then one fear, some feared making the central govt too powerful, on the other hand there were those that felt it wasn't powerful enough. I guess you could say their primary concern was striking the right balance between the central govt, state govt and the people's liberty. But different framers had different ideas on how much power each should have.

An unchecked government, particular the Executive branch, that was able to unlaterally oppress the people with no checks and balances.

Also called a "Unitary Executive". Just like the monarchy that was in power at the time the country was founded.

That's why the Constitution is all about limiting federal power, ensuring participation by the citizens, and imposing checks and balances between the branches.

They feared another monarchy with a kingship or dictatorship, all of the things they did was to help insure the greatest personal liberty possible while avoiding anarchy, or giving to much power to one branch of the government.
