Could be one of several things actually. You said over it's eye rather than in it's eye so I'll go with that batch or choices. I the white coating goes over the eye and only over the eye you are dealing with a bacteria infection. I would suggest you treat the fish with Maracyn or Maracyn 2 for 7 days. If the coating goes over the eye and also onto the fish's body, you have a protozoan infestation. That is best treated with a parasite medication like Clout. Just treat per the directions on the box or bottle and it will clear up in 7-10 days.

MM has a point, however do yu know the lineage of your black moore? A lack of Vit. c will also cloud your fish's eyes, try the meds, then try adding vit. c food or giving him oranges, yes oranges. These foggy eyes are sometimes the lack of the vit. and most goldfish food has a vit c added. If they don't , find one that does. Tetra, wardley, omega etc. all have these foods for this reason. If not, green veggies, cit. fruits added to their diet work fine.

It probably has cloudy-eye, do 15-25% waterchanges weekly and it should go away
