I was reading about mod chips, and I was wondering if they were illegal. Which mod chip is the best one out currently and how do install the chip into a PS2?

Mod chips are not illegal. You can modify your hardware if you want to. You are also allowed to make 1 backup copy of any media that you own and operate from the backup in order to protect the original. NOT ILLEGAL.

What is illegal is making multiple copies of media you own or making copies of media that you did not purchase.

It depends where you live and what the laws say...in most countries they are illegal but in others it is a grey area where if you only intend to use it for making and using backups of your own games then it is ok or if you only want to use it to play imported games from a different region. I dont know any PS2 chips but the more recent ones are usualy very easy to install and require only a few soldering spots or wires. Most places that sell them will install them for you for a few extra bucks (depending on the chip usualy as chips that have more features usualy require more soldering)

lots of computer shops do them. They are illegal,as they allow the running of pirated software. They void any warranty or your ability to ever have your playstation serviced.
