I use mosquito dunks. You can buy them in any hardware store. They keep the larvae from hatching. In your puddle, you can probably break them into halves or even quarters. here is what they look like: http://www.marchbiological.com/L/mosquito_control.html

I believe OFF makes a variety of things, you could use one of their candles that repel bugs and other flying insects and put that near the puddle.
What also works if you have the money is to put in a small fountain, mosquitos like puddles because its peaceful and they can lay their eggs in it., put in a fountain, they'll be gone.

Just use vegitable oil. It will coat the surface. It will kill the larvie and prevent new ones.
