Yep. It's easy, although the equipment doesn't come cheap.
If you just want a one-off, there are dozens of services out there from as little as 2p a day, although most of them notify the target.

There are a bunch of services out there that will track a phone for you. All the ones I've seen send a text to the phone first asking if the user wants to be tracked, so they'd obviously know you were trying it.
Now if you're asking whether *your* phone can be tracked by the mobile provider, that's another question! Almost certainly I'd say, but I don't work in that area so I can't say for definite.
