I had same problem on a 2001 GM Van that turned out to be melted bulb sockets on both sides which caused a ground problem. The mechanic said the previous owner drove in too much stop and go traffic or drove with two feet.

the fault is likely in the wiring in your steering column that goes up it for the turn signal stalk. They fail from time to time, and what you are experiencing is common, as you stated your CHMSL still works, but your taillight brakes don't. they run on a different circuit, so it would make sense.

I own a 1999 Firebird had a similar problem, check all of your bulb mount connection, it might be rusted. One bulb messes all. So, replace them all when it doubt.
Hope this helps.

could be a blown fuse, or burnt bulbs.
