Most bases are insoluble. An alkali is a soluble base. You couldn't have a basic solution without it also being an alkaline solution.

Yes. on a pH scale (pH stands for percent hydrogen) you have a range from 0-14 the smaller the number on the scale the more acidic (ex. citric acid used in soda pop) it is, the larger the number on the scale the more alkaline (or basic ex. used in Antiacid tablets--Tums,Rolaids,ect) it is. The middle of the scale is neutral at 7 (this would be like pure water)

Yes, although alkaline has the connotation that the basicity is caused by an alkali (potassium or sodium carbon/bicarbonate/hydroxide).
