Lol jks. Its actually just a made up word Naruto created that he adds to everything. Its like saying 'you know'. For example 'thats a new book you know?' or 'Mmmm this cake is good you know?' or something. They translated it to 'beleive it' in english DAMN CARTOON NETWORK!!!

Sakura also has a made up word of her own, Shannyaro which means something along the lines of 'DAMN IT!'

It actually has no meaning. It's a sentence ender. And in Japanese, you can add different particles to become sentence enders as a way to liven your speech or often as a characteristic. For example, Rurouni Kenshin's Kenshin always says "gozaru, degozaru" although there isn't a direct translation to it, it's basically to characterise kenshin, and has the connotation of speaking politely with "keigo" or "polite speech" or in Fushigi Yuugi's Chichiri he says "no da" , again no meaning to it, it just makes characters more lively by ending a sentence other then the general way.

Keep in mind that series like Naruto and Kenshin started off as manga, a written form, and by giving characters a speech patter, it give them more character and livelyness. On paper form, it's a bit harder to create the livelyness and characteristics, so a way an author can do that is by giving them speech patterns.

As for dattebayo.. Kishimoto himself has said he choose this because he often hears Japanese children end their sentence in it. And it's more of a childish, rough way of ending a sentence, so he choose that for Naruto. [Which fits the character]

It's just something that Naruto is fond of saying. In Japanese, there are lots of things that can't be translated into English. I think this is one of them.

I also think that people who did the english version of Naruto changed "dattebayo" into "Believe it". They wanted Naruto to have a trademark saying, just like in the Japanese version when he keeps on saying "dattebayo".
