Since its your neighbour girl then you can be frank enough. Talk to her about other things and lead those consversations into this. Tell her you want to tell her something special.

Are you ready for an epically long answer? :) My first love.. I went out with my friends.. our eyes met. I was standing with other guys, but I kept eye contact.. I never thought he'd approach me, because I was already standing with other people.. but he did. Showed he was confident.. Then we talked.. and talked.. and talked.. then he accompanied me to my dorm and we said goodbye.. I gave him my phone number. I had class at 8 am the following morning, he didn't... so he could sleep enough. yet he woke up early to send me a text message :) ever since that day he managed to text me first, every single day.. Our first date was going for a cocktail at the coolest place in town.. he was way too early, but so was I.. he was very open.. his body language was good :) We were friends first, we went on several dates: a picnic, play some pool, go shopping, visit cities.. he took a lot of time and effort in getting to know me.. I just thought he was a pretty cool guy at first, very smart.. funny at times.. :P and just, I loved how he was with other people, a true gentleman and he could talk great to about anyone.. that's what I admired the most in him I think... but I didn't fall in love all of a sudden.. we even went to the beach together, we did so many things.. and yes, I liked him.. but no butterflies, no sparks.. until one day, we were sitting across one another.. on a balcony and the song "when you say nothing at all" came up.. from that moment I realized I loved him :] He was very open from the beginning.. he loved to show me around, he even asked me to go introduce me to his family after knowing him for a month.. he always put his hand on my back.. his body language was good, but I was just very cautious.. :) He made me feel happy.. I could talk and talk and talk whenever we were just walking together.. and he'd compliment me and make jokes.. he made me feel appreciated.. he made me feel great :) I only play the "game" while dating.. but is there anything to know? You just are the way you are.. I was.. and it's difficult, you don't know how to approach things yet.. but that's for both persons, as long as both are interested.. it's going to go good.. :) I'm a Libra and he is a Gemini BQ: it was the first time I fell in love.. but it ended after one year and 3 months.. it was a great experience, because we did everything.. he introduced me to being in a relationship, I learned what it truly is to commit yourself to someone :) BQ: of course BQ: haha, he wasn't a simple person at all.. he always had to have wine with dinner.. he always had to make things special.. I was really attracted to his personality.. that's why I fell for him, because he was so honest about his feelings.. I felt more attracted instantly to the person I'm seeing now... but it's still fresh, we'll see where it goes :)

Go to her and open your mouth (don't forget to brush your teeth and try to use either a mouth refresher or chew a mint flavoured gum) and tell her that you love her...or by e-mail,telephone...etc... it is as simple as this.
