Sure! Everybody starts with no experience when they begin. And, you may have more than you think if you've sold Girl Scout Cookies or volunteered for an organization.
Just go to a local business that interests you and ask if they are hiring for the summer. Be clean and neatly dressed, and polite but confident.
Also, look at the help wanted ads in your local newspaper to see if anyone is advertising for help.

Indeed is a "job aggregator" which collects jobs off big job sites (like Monster and CareerBuilder) as well as many other smaller sites and even employer Websites. So, it's a great place to do one search that covers more Websites and employers than you would think of yourself.
You can check in with your state's Employment Office, if you are in the US. They differ in each state, but they may have a summer jobs program specifically for high school students.

I had my first job in food services for an amusement park, and most of the people I know had their first job in the food industry - think pizza delivery, cashier, etc. Most cities have a large job fair right before summer, and these are great places to find a parttime job because you can speak with a lot of hiring companies in one day rather than going from store to store putting in applications.

Try some fast food businesses and large grocery stores like Safeway as a bagger. Maybe post a message on some local board for postings and advertise as a baby sitter or light housekeeping or lawn mowing, etc.

Better start now. The jobs go fast for summer help. Any fast food. Sometimes retail store's need extra help in summer. Babysitting....you can work your own hours.
