I would like a new style drivers license with photograph instead of my old style license. Is this possible and how much does the renewal license cost. If this is possible how do I apply.

Yes you can upgrade any time, forms and details from Post Office. You probably need photo licence to hire cars, and certainly if motoring abroad. USEFUL TIP: make a photocopy of your existing licence and check the new one very carefully as soon as you get it. DVLA have been known to make mistakes, and they only keep your old documents for a short time.

You should have a photocard license now by law. Pick up the form from the post office. It's about £15 I think.

uk- think you have to get a d1 or d750 form from the post office and fill that form in with a picture or 2 of your self.
