Read the text of the Patriot Act (HR 3162).

Title II of the Act makes the specific changes to existing federal statutes regarding wiretapping.

Also, read the existing laws, as amended by the Patriot Act and other bills. Start with FISA (50 USC 1801) and Title III of the Omnibus Crime Control Act (18 USC 2511).

[50 USC 180x] http://caselaw.lp.findlaw.com/casecode/uscodes/50/chapters/36/subchapters/i/toc.html
[18 USC 2511] http://caselaw.lp.findlaw.com/casecode/uscodes/18/parts/i/chapters/119/toc.html

Read the actual laws and then if you have any specific questions, you'll be able to cite a solid background.

Send an e-mail to the FBI, they have been listening to thousands of Americans. They can probably explain how it affects their activities.
