I have been using human hair to put in my flower beds. Never had a cat, and we have several, to get in there and dig or other.
I also have tried the ceyenne pepper but that's mostly for insects but will repel deer and so it could work for dogs. It doesn't hurt them just that they don't like the smell.
Not sure what chemical is in moth balls but that I wouldn't like my dog to get ahold of, so would be fearful to use that. Also if you add a decoration post where you can add a swinging wind chime a noisey one would help as they want to 'go' in peace. Even a scarecrow that's swinging in the breeze over top will help keep critters out including birds.

Not sure exactly what application you are looking for, but when my wife and I built a new flower bed and before we planted, we put mothbolls on the dirt about 4-5 inches apart until we could plant. Cats and dogs do NOT like mothballs and kept them out and off flowerbeds. Our neighborhood had a really bad loose cat problem when we moved in. A live trap and 35 visits by the local animal control to remove the violators got rid of most, I ended up removing 2 permanently( you figure out how). Anyway, mothballs are cheap and easily removable.

I use minced garlic in the jar( about $5.00 for a big one). Take a fork and sprinkle the fresh garlic onto your flowerbeds, then lightly water. The cats CAN NOT stand the smell of the garlic. You have to do this about every other day, but... no more cat s*%t!

I've heard that red chile pepper will keep dogs from digging. Put on the ground, not the dog.

if you soak cigarettes in water until it turns brown, that should take care of any stray cats. A fence always helps with the dog problem.

Pine cones will keep out the cats, not sure what to do about dogs.

Look up Jerry Baker, gardner/landscaper. All of his methods for any kind of lawn work are natural;i.e. beer, baby shampoo etc. It is worth looking for.A lot of the items he uses you already have in the home.

Tabasco works and so does cayenne pepper. Must be reapplied after watering or rain.
