Yes, when she says the baby "drops" it means that he has shifted down in the pelvis with the head down ready to be born. But there is nothing to worry about. That is very normal and it usually happens in the last month of pregnancy.
She has been pregnant before and knows her body.

She's right. It is totally normal for a baby to "drop" in the final weeks of pregnancy. This is how the baby prepares for their journey down the birth canal :)
My son dropped WEEKS before I ever went into labor. Everything is fine :) I am sure your mom will know when her labor starts seeing as she has given birth before.

Yes it is normal, it could be as much as two weeks before the baby comes, your mom has been through this before and knows what she is doing.

When a baby drops means that it is just getting ready so the baby can deliver. She should be getting close to her delivery date.

I would say it's totally normal. I'm assuming she's been to her ob and probabley told the dr about her fall. If they were concerned they would have taken some type of action.
