The job of HR is not to be nice to everyone - it is to be a liaison between the employees and the company management, to enforce company policies and protect the company from liability while ensuring that employee concerns get addressed and problems get corrected.

Ways for HR to increase productivity include:
-Developing strong relationships with members of the management team. Being perceived as a true business partner who understands the company's strategy and business objectives.
-Working with management to implement HR strategies which support the corporate goals - recruiting top talent for critical roles, downsizing operations that are no longer part of the strategic objectives, providing training to develop employees and prepare them for new roles, ensuring that the company's pay and benefit programs are effective tools to recruit and retain employees, and so on.
-Holding management and employees accountable for creating, enforcing, and measuring performance standards for each job.
-Proving professional service to employees who have work-related (or sometimes, personal) concerns so that they can quickly return to being productive members of your work force.
