Make it a talent show for campus bands and other talent. Charge admissions. But make the admissions be that everyone who comes must bring a bag or box of recyclable items such as glass, cans, paper, etc...
Your leadership group can be the judges. The winners of the talent show can receive some special gift or something special to your campus.
Chances are other groups in your school will want to get involved as well.

You got to give the students incentives...for example if the students volunteer in certain amount of hours they get some sort of prize. Or any other incentive. Like a party at the end or something. make it more interesting for the students so they can actually enjoy it. What you are doing is very good thing. Organize a 5K race. Make t-shirts, charge $15 or 20 to enter the race and get a t-shirt. Have volunteers along the route, have an art student design a t-shirt logo that wouldn't be too expensive to have printed (maybe the printer would donate services.) If you get them being competitive, they will sign up. Have a contest between dorms to see who will have the most sign up to race or volunteer at the race. Have cute girls and nice looking guys staff the sign up booths!

Even if the campus is "extremely clean," are there things you could do to help save energy? (e.g. put better insulation and windows into the frat houses...go around explaining to friends why they should unplug chargers they're not using...etc.)
Also, it's easier to build up a tradition of community service if you have people do something that has tangible results they'll be able to see afterward. Like planting trees.
Perhaps you could show _An Inconvenient Truth_ and then center your service program on fighting global warming?

Get a hold of your local cub scout pack, and together with your college buddies, you can plant trees together. Tell them that you are working with the cub scouts and they need to be there to help. The scouts can earn a world conservation patch for this as well. Let them know that they are doing a good thing for the earth as well as for the local kids in the area.

You can't make people get involved with the environment, most people just don't care. You need to find a way that they might get something out of it. Do a raffle where they might win something, or something like that.
