I am sure the parents do not want to be hearing the baby cry either. If my neighbours complained about my 5 week old baby i would complain about them (the fact that their son plays the drums every afternoon). Be tolerant the crying wont last forever - buy some ear plugs and remember that you might have children one day (if you dont already).
There is no law that says babies cant cry they cant help it they have no other way of communicating.

Sorry, but there isn't much you can do. That's the problem with apartments. Your neighbors can't keep a baby from crying. They're not violating any noise ordinances. Is there any way you can sleep on the other side of the apartment so the crying doesn't wake you up as easily? Before too long the baby will be sleeping through the night. When I lived in my apartment, the neighbors below me often woke me up with their snoring. I'll take a crying baby over snoring anyday!

Your expectations in that environment are unrealistic. You can buy some earplugs and move some furniture around, get used to the noise, or move somewhere else. Honestly, do you think the parents WANT the baby to cry? What do you expect them to do, stick a sock in the kid's mouth? If you're living in an apartment, you are going to hear noises from other places, and honestly a baby crying isn't something people can just turn up and down like a TV or radio. It's not like they are throwing an all-night kegger complete with a DJ.
What's next, moving next door to the hospital and then calling to complain about the ambulance noise? Oh wait, I know... you can move next to the airport and then demand they stop flying so that you can sleep.
Really, do you realize how silly this sounds??
Guess what? The baby might not sleep through the night until two years of age.

Unfortunately it's not their fault that the walls aren't soundproof. It's not yours either, but you have many more options to drowning out their noise, then they have at keeping their noise quiet. You can play music, or something, maybe leave your TV on for white noise, anything. Put yourself in their shoes, they are the ones who are getting up, and taking care of their newborn, not getting any sleep whatsoever, and if you were to say something to them, all you'd do is make them feel bad. There is no way to keep a newborn from crying, so it's either find a way to deal with it, or maybe just move?? LOL I know that's not an option, but it won't last too long, usually babies get their schedules right in a few weeks, maybe a month. Just stick it out, and GOOD LUCK!

Personally, if my neighbors would have come over and complained about my newborn crying at 4 am...I would have HATED them! lol.
The only really options you have are
1- file a noise complaint with the management. However, they really have no grounds to do anything about this.
2- get some ear plugs
3- move
The thing is, this is only a short phase. soon the baby will be sleeping longer stretches, and eventually all the way through the night.
I would be careful about complaining to the neighbor...because in a few short months their baby will be going to bed around 7:30/8:00pm and they will be the ones complaining to YOU about the volume of your television!!
Best to keep things friendly in my opinion.

Well, first off..there really is nothing you CAN do. Talk to the apartment owner..give a complaint. Whether you like it or not, the baby IS always going to cry. It's a baby for god's sake. Talk to the owner of the building..sleep with ear plugs maybe? XOxO <3Cynthia

You may have to move.
Sometimes covering a wall with cork will muffle the sounds a little.
Another solution...move your bedroom to the other side of your apartment until the baby sleeps through the night.

Maybe you shouldn't have chose to move into an apartment. Seriously, it's usually younger couples just starting out that live in apartments. Obviously a baby will come along eventually. If you don't want to hear the baby, get ear plugs or move to a retirement community.

Please don't complain to them. I know the sound of a crying baby can really grate on your nerves, but thing how tired those poor people are. They can't put their pillows above their head and try to drown out the noise. Plus, the mother is probably already embarrassed because she knows her baby is keeping others awake. I know I was.
Try getting an air purifier, loud fan, or a sound machine to keep in your room. It really helps drown out the noise. There are even vibrating alarm clocks, so you could sleep with ear plugs in and still wake up on time.
