Gotta be a bad seal, leaking gasket, or sunk bowl float. If that doesn't mean anything to you, you'll need to replace the carb. Rebuilding is specialized and somewhat risky.

Bowl float is stuck, or sank in the carburator because it has a hole in it, or there is something wrong with the needle and seat that stops the flow of fuel when the float rises.

its probably got dirt in the needle valve seat.try tapping on the side,and see if it quits.the float might need adjusted.
