there has been a lot of talk lately about desalinisation plants and sewerage recy, but like everywhere else, economics and party politics has dampened real dialogue. Also, our federal government is one political party, the states are the other, and noone can agree even when solutions are seemingly reached. But too little, too late is the consensus.
we are in for a lot more suffering yet too, i'm afraid.

p.s. re: sewer recyc... feelings are very mixed. One particularly bad area was given a referendum on it and they rejected it all out. But Singapore does it, and things are getting so bad here that people are coming around, there really are very few options.
and rain water... well it has to rain first.
we are looking at more efficient agricultural methods (drip irrigation instead of spray), water efficient crops (natives good, rice/flood farming/cotton bad), better allocation. But again, political will... they don't want to pay for it or become unpopular, election year looming.

Does any country use recycled water? You have to define what you mean by 'recycled water'. If you include water formed by distilling waste water, that process is probably too expensive. When I was in the military, in the field they used diatomaceous earth filters in order to obtain clean water and apparently they were very effective. I don't know how economically efficient that system is. Collecting rainwater as they do in Bermuda may not supply enough clean water for the population - I don't know. If the people are suffering because of a lack of clean water, maybe the government decided that everyone should produce their own water and not burden the tax system with the problem. I'm not Australian, so I guess I cannot give you the most informed answer.

Cost. Desalinating water takes alot of time and money. And once you've done it your left with a very large amount of somewhat toxic byproducts you have to get rid of. In order to afford to build and maintain enough plants to actually put a dent in there water issues the taxes would go through the roof.
As for water from waste, they already have that in the major cities, its how all city sewer systems work. Waste goes into the sewer, is gathered at a treatment plant, once its been filtered and processed the potable water goes back out to the city, and again they are left with a large amount of toxic waste that has to be processed and gotten rid of. Lucky in this case once its fully processed many cities sell off the waste to farmers as fertilizer.
