That is called a National Bank Note. They were issued by individual national banks up until 1934 and were backed by treasury bonds.
It's a nice find. EBay has an entire category dedicated to National Banknotes. Even in low grade and the most common Oakland bank, I would happily pay $40 for your note, and in all honesty, you would probably get more than that on eBay. Oakland had several banks that issued nationals (I think Central National Bank is the most common), and condition is also very important. Third, there are two major subvarieties of Nationals - Type one has the charter number of the bank at the left and right sides. Type two also has the charter number next to the serial number. In general, type two notes are "better".
