You maybe able to find it at Wal-Mart but the most important thing to foundation is that it matches your skin. Try a few different colors and the one that you do not see is the color for you.
Your light colors generally are:
Bisque, Ivory, Nude and Porcelain
You should take in to account, what kind of foundation you would want:
cream to powder
Line softening mousse
Dewy souffle
Liquid - water based it best
And make sure it has a SPF of 15 at least because you are fair skin

The type of foundation would depend on your skin type, i.e. dry, combination, oily. Walmart has some great brands of foundations such as, Maybelline (dream matte mousse is one I use and LOVE- just make sure to moisturize your face, otherwise it's possible for dry skin to show, especially if your skin type is dry), L'Oreal, Almay, Neutrogena, CoverGirl, and a bunch of other brands. If you are extremely pale, try getting the lightest or second lightest shade in powder, mousse, or liquid foundations. Hope that helps :)

I have very plae skin also!
Walmart may sell Maybelline Matte Mosse, it works very well. Buy the lightest shade they have, likey a 1. Also, a good powder is loreal true match in n-1. Good luck!
