I own a 2005 Toyota Scion xB. There is a problem with the camshaft gear assembly...?

It is still under warranty, and at the dealership for repairs... they have had it for a week now, and say there's a problem... after three days of waiting, I googled and located a technical bulletin from Jasper, pointing out potential problems with installation of a new gear assembly for Toyota 1.5l engines, and passed it on to them... then got word back that they tried again, and it still is giving them problems... I am not a mech, but a single woman who would like to understand more about what has caused the problem and what's going on with my car... any info out there that someone can offer?

It is well known through out the auto industry, (but not to the general public) about Toyota using "technical service bullitins" as a loophole to mask defects, recalls, & investigations.
