That's actually a really good question! For cleaning, you should use a mild soap (liquid dishwashing soap is great) and warm water. Don't use cold water, because that will make it shrink.
For good maintainance on it and to make it last longer... Use a litte wood polish once a month, then let it dry overnight. Pledge works well for this purpose. The reason behind it is twofold: The polish keeps more dirt off, and it keeps the leather in the ball like new! Take care.

Use saddle soap and a clean rag. Then use a wax made especially for basketballs - it's called "Kleenball" - to protect the surface of the ball and lengthen it's "grip".

Usually just a wet rag will do the job. If its stained badly, you can mist it with a little tire cleaner and then hose it off. It will look like brand new again.

rinse it with some gasoline, then flick a match and throw it on the basketball! it should spark and it will be cleaner than soap and water!!
