that depends on so many different circumstances...was the defender set...i believe now in college the defender does not have to be completely still as long as he is not invading on the offensive players space...also in the NBA it depends on if the defender is inside the circle or not...if the offensive player clears out with an elbow or seems to be out of control has a little to do with it...one other thing is who is the players involved...you would think someone on the level as D Wade would get the call versus someone like Raefer Alston...also if the defender has a reputation as a fouler they are more likely to get called for a foul than say Bruce Bowen who is thought to be a great defender...the ref's take into consideration the game situations...is this a last second, possibly game winning play...are the players involved already in foul trouble, is this a regular season game or playoff series...all of these things come into account when making a decision to call that foul either offensive or defensive

It depends on the defenders position. If he is under the basket and in the "circle", it should be an offensive foul. Of if the defender pushes really hard into him it should be a foul on the defender. If the player wit the ball runs right into him and they have their feet in position and not moving, it should be a foul on the person on offense. Flops shouldn't be counted as fouls.

it depends. if the defender moves his feet its gonna be a foul. if he just stands there and falls it gonna be an offensive foul

if the defender moves his feet then its a blocking foul, if he is standing still and is not in the dotted circle then its a charge

depends ussually yes they do call it but i think they should be a lilttle bit more lienate, if the drfender has his feet set then it can be a charge foul against the offense
