Very variable depending on moisture content. Paper is porous and can drasticaly change resistivity with the humidity. That is why you haven't been able to find resistivity data in the literature.

Paper can be of a lot of different compositions. It could be anything from zero to near infinite resistivity. Normal paper is only slightly higher than air.
