USA If it is an electric water heater, each element also has a thermostat. It is possible that either an element or thermostat is bad. I do not know what you mean by can't get fuses to pop over, but if you mean that you try to reset the circuit breaker to the "on" position, and it will not hold in the on position, and trips off, then you have a short circuit or ground fault condition. Call a licensed electrician to have the situation looked at.

If it's tripping the circuit breaker, then there is a short somewhere, you may want to have an electrician take a look at it. I agree with the others that a heater element is bad. Usually it is the main or lower element that burns out due to the sludge in the bottom of the heater tank. Good luck.

You need new heating elements. Make sure you have proper instructions if your going to change them yourself. I'm assuming it's an electric water heater.

Probably need to replace the elements. It's easy to do, so you can save some money by doing it yourself or call someone ($100+).
