Actually, they offered. A few days after Germany took over all of Czechoslovakia, Soviet Foreign Minister Maxim Litinov proposed such an alliance, but Britain and France declined. Stalin then sacked Litinov and replaced him with Molotov, who favored an alliance with Germany.
