How does Welfare work? Also any federal/state funding system work? The pros cons etc?

You can still get welfare, if you need it, without kids. There are many people who get laid off, or cannot work, and can get welfare. The age does not matter. I would go to the welfare department in your area, and speak with someone about your situation

You can get off of it whenever you want. Usually, what happens is you make more money, or start work, and you simply become ineligible for benefits anyway.
