Some if it has to do with "keeping jobs in America", which ultimately, is due to our worsening economy, now at an all time low. How can they give jobs to foreigners when most young Americans can't find (decent) ones? I worked during college but the pay was terrible. I'd re-enroll in another country, if I had to do it all over. The students loans were also a horrible burden, until Pres. CLINTON made a law, forcing the lenders to negotiate payments w/students, rather than hand them a bill they couldn't pay!

The same reason why beeing from the best engineers in renewable energies I couldn´t work here because those US communists (laugh) have most of their energy sector state-owned or controlled and have big state-agencies instead of private consultancies. With 10 years of study, I could have helped them by enrolling in Iraq... the US army doesn´t require citizenship... not like the EPA or DOE

I even have a green card which was a waste of money. I should directly have applied for a chinese work permit :-)

The US govt is allowed to set whatever limits it wants on visas.

That includes quotas, or denying people based on any reason or no reason. The US federal govt has sole authority when it comes to allowing non-residents into the country.

No, it's not necesarily fair. But that's the currently existing law.

I am wondering why you want to study in a country with a 'retarded government'. Why don't you go to school in your own country with your 'wonderful gov'? You can't spell, either. You should spell check.
