I don't think you can. But you could call a cell phone store and maybe they could help.

after the phone got water, you should immediately take out the battery and try to dry your phone. using blow dryer or put the phone under the sun. after you are sure the phone is dry then try to turn it on, then everything might be ok. if not then you might have to find a local cellphone store and ask them if they can get your info out from your phone. if the phone can be turn on and will work with calls feature, you might just have to replace your LCD screen. after replacement your phone might work as a new one again.

find a friend on the same network, or with an unlocked phone, and swap sims to read your messages, then swap back .. their phone will be ok.
