Well, it's rather a rude term. But it named as such because when two people are getting ready to have intercourse and one decides that they don't want to anymore, the man gets a throbbing, painful sensation in his testes - called blue balls.

This term was first used by ice fishermen in Minnesota, I think. It's the painful condition caused by the penetration of extreme cold into the genital region!!!
Later it was adopted to describe a medical condition which had the same effects.
"Blue balls" is a slang term for a temporary fluid congestion in the testicles and prostate region caused by prolonged se*ual arousal in males...
