Well do you want him to tell you he likes you back? If so then I say do it - but then ask yourself the question of whether you could deal with a long distance relationship or not. And if he doesn't feel the same he'll be moving away and things won't be awkward. I think you should go for it.

well, do what u do, it doesn't matter, he's moving away, but i think he must know it, but don't hope it work because he's leaving, i think u should tell him for he knows it, not 4 start a relationship, just tell him right while he's moving, or write on a letter and tell him don't open it until he goes away, but well he's moving away, let him free, tell him in that letter or by urself that u don't want a long distance relationship and that u both should see other people, that u tell u liked him only 4 he knows

Wow, that's hard. I like someone that's been friends with me for some time and I can't bring myself to tell him. But you should definitely say something. It may or may not be too late. You never know what their response is going to be and at least you can say you got it off your chest.
