trying to determine the actual hour and minutes of (21:18)

21:18 means 9:18 pm. In 24 time, time is written hh:mm. Look at the hh (21 in this example) and subtract 12. this gives you the hour on the 12-hour clock, and the minutes stay the same. Of course, the subtraction of 12 only needs to be done if hh is greater than 12, i.e. 11:00 is 11 am, 12:00 is 12 pm, 13:00 is 1 pm (13 - 12 = 1), 14:00 is 2 pm (14 - 12 = 2), and so on...

Re: post below - 24:00 never shows up on the clock, after 23:59 it ticks over to 00:00

It is military time when in hundreds. ) hundred hours is Midnight; The thing I never understood about that is 2400 hours is also midnight; 0900 hours is 9:oo a.m.; 1200 hours is noon etc.
