who is in charge with the mission-vision statement in an organization?

I don't think there is any actual rule about who writes the mission statement but it would most likely be the Marketing/Communications director in conjunction with the Executive staff and the Board of Directors to ensure that the mission statement accurately reflects the vision of the company, and does so in a compelling manner.
