The Americans with disabilities act has mandated that certain rules be followed.
Consider that a blind person could walk to or be driven to an ATM.

Blind people do NOT drive!!!!!!!!!!!!!!!!!!!!!!!!
ATM's are available for 'walk ups' too - unless a blind person is a passenger, in a car, with a sighted person.

Blind people may be driven up to one to use...
or
blind people can walk with their canes/dogs to an atm to use it....
SO, Yes , they must have it in brail.

they can walk up to them just like many people do. beside it is probably a federal law. don't you ever get out of you car to use on. how about the malls, groecery stores, dept stores, on and on.
