I would ask my mates what they wanted to do, and find out what parents have the funds to pay for, then go back to friends and tell them what is within the realm of possiblity.

For my last bday i took a few friends for a manicure followed by a nice meal and then they slept over and we spent the night chatting. It was really good fun.
If this isn't your thing why not go to the cinema, ice skating, bowling, lazer quest, theme park or spend a day shopping.

It is also the luckiest year in the chinese calendar too! Meant to be most auspicious year in whole of chinese calendar - bringing great wealth, health and happiness! Perhaps you can take your mates to a chinese for a meal?

have a slumber or pyjama party with some of your girlfriends. have them for a sleepover. have nice food and do some beauty treatments on each other.
