I need a way to clamp a electric drill with the handle up where i can use 1/4 inch drum sanding wheels.

buy and mount a bench vice. also get 1 pc. black slip on 3/4 pipe insulation. use insulation to soften grip on vise jaws. dont overtihgten.

I'll assume this is an isse about stability.

In most home imp. stores you should be able to find a "clamp" It will look like a horse shoe sort of, with threaded ends. It will come with a plate/with holes that slips over both posts and had the appropriate nuts.

I'd suggest you also build a "Tool" as a base for this that can also attach to the work bench, then attach the drill to the wool, which might look much like a table.

Certainly you can also use Plumbing strap, which has holes placed evenly along it's rolled length, and still you might consider making a wooden base for your purpose.

There are items sold that allow a drill to be used as a drill press as well, and you can attach any manner of Bit into the chuck.

I just use a drill press that is made to hold a portable drill. You can get them at Sears.
