who ran the country/Republic together?

1st dual or co-Presidency was Bill & Hilary
2nd dual or co-Presidency was Bush & Cheney
3rd dual or co-Presidency could be Hilary & Bill

Are US voters going to have to factor in that they are not just voting in a VP (w/ the President) as insurance policy but that that VP might be running the country as much as the actual President?

There's nothing in the Constitution that inherently limits the Vice President role to merely being a backup.

You are correct, the VP has few inherent powers of the office.
But nothing stops the VP from lobbying support, acting as a spokesman, having influence. And very little stops the President from delegating specific powers and duties to the VP.

You have a good idea about co-Presidents. Since it appears Condi Rice doesn't want to be President, maybe she would accept the Vice-Presidency. What a great team we could have: Gingrich - Rice '08
