proabably, when you press the washer switch do you hear the pump humming? if no just disonnect the connector at the pump in the washer reservoir and use a test like to make sure you have power. It should light up after you press washer switch which means its the pump

If you still hear the pump whining when you press the switch you might want to see if any of the hoses have come off considering this is a typical GM problem.

i own a shop,and id say that's all that's wrong with it,those things get old and just stop working,you can try running an out side voltage source to it to see if it try,s to work but disconnect the harness from it before you do this,but id say it just the pump bad on it,good luck i hope this helps.
