Well I'm not positive about the first ever made...
but the first that has scenes that get copied over and over again would be Halloween by John Carpenter.
Although B movie's like the Blob and Attack of the Killer Tomatoes came out much earlier...

According to the Wikipedia, it might be "Le Manoir du diable", a French film by early silent movie master Georges Méliès in 1896. Check the Wikipedia link below for more on this and other early horror films.

Thomas Edison produced a film version of Mary Shelley's "Frankenstein" back in 1910. There might have been earlier horror films, but this was the first version of this kind.

I think it was called, "Man in top hat walking really fast due to speed of black and white camera and walking around in circles and trying to save a woman tied to railroad tracks by some person in ape suit."
I believe it was from 1903.
It was thirty seconds long and I think it caused controversy as the ape suit looked too real and caused movie goers to faint. Also, the main character gets a peck on the cheek at the end from the woman, so pornography charges were also brought against the filmmakers.

I don't know if it's the first, but Nosfueratou (spelling?) is pretty darn old. It's a silent film that is very scary.Put on some early Black Sabbath for a "soundtrack" while you watch it!
