Maybe; it's not working. Unfortunately repealing it could make things worse, but it is clearly not taking the money out of politics.

By the way, I think the notion that political speech is donating money is a little bit disgusting.

Anyway, the solution lies not in lowering the supply, but the demand. People always have an incentive to give to political candidates, hoping to curry favor with the prospective office-holder. However, politicans have no incentive to take money, other than to pay for their campaigns.

The broadcast networks operate on public airwaves, as do radio stations. If we require they give airtime to major candidates (distributed in a fair way) for public office in order to get a license to operate the airwaves, we can, at no expense to the taxpayer, lower the cost of political campaigns greatly, hopefully reducing the need for politicians to collect money.
