About half the world does it. It is done to move an hour of daylight that would normally come early in the morning (which depends on latitude and when sunrise would occur) when most people are asleep to the evening when people can use it. Arguably, this is done to save energy, but it's a great idea even if there weren't any energy savings.

When we change our clocks, it's so that we can make the most of the daylight hours and this does help to reduce electricity demands. The change has also been proven to increase work productivity.

we don't change it during the summer, we do it in spring and fall. We do it to make us have more sunlight by the end of the day so that we can do more with our day in the sun. This is in an effort to conserve electricity.
