Since you're from Utah but have lived in Texas (I peeked at your profile) you may or may not know depending on your experience that there are very few accommodations actually on the beach itself. It's separated by a rather busy road and a cement seawall. There is one "motel" but I would not say that it's "great." The Flagship has been there for many years but from some friends that have been there in the past years they say it has great views but the hotel itself leaves something to be desired.
I would agree that the San Luis would be best, but there is actually a high-rise condo on the beach that you may be able to get into that would give you an uninterrupted view from your balcony to the water, and the beach is a bit more private and a bit more clean as well. It's called the Galvestonian and I stayed there with my family a few years back and it was a really great experience. See link below:

It's VERY close to the attractions of the island and beautifully landscaped and kept up. Be aware though that there is some construction going on on new condos close by!

I'm from Houston, and the only place I ever stayed in Galveston was the Flagship. It was nice then, but I can't tell you if it is still nice now. It is unique, built on a pier over the water.

i think of that is especially by using fact a pair of rivers empty into the gulf of mexico close to Galveston. i do no longer think of there is any way that it fairly is wiped sparkling up by using fact that is purely silt from the rivers than makes the water look grimy.

Galvez is a historical site. Very nice and it's on the trolley route.
