A "manifesto" is a statement of intent. It says what the group is trying to accomplish, and usually why.

People form organizations to accomplish collectively what is difficult to accomplish individually. The manifesto just sets forth what the group is trying to accomplish.

The manifesto bit is easy: each party sets out its programme for running the country if elected - that's its commitment to the voters and is written down in the manifesto. Of course, if you're New Labour, you will write down all sorts of things to please the voters so that they will elect you. Then, once in power, you mislay the manifesto and pretend it's lost forever. That's the party system. That and anointing Gordon Brown as the next PM without even a vote.
