What are they, and why do I always have to proceed to the page even though it's "not recommended". Does it have something to do with the firewall? If so how do I fix it? and what is an acceptable level?

Sites with the HTTPS prefixes encode data that is transmitted. This is used for banking sites, etc. They have a certificate issued by an authority giving one of the keys. They have expiration dates and the company may have forgot to renew it. If you trust the site and are not giving critical information such as account numbers and passwords then don't worry about it.

If you have never been to the site before I would not send any personal information until the problem is resolved.

Check to make sure the date settings on your computer are correct. That's a usual problem w/date settings. Security settings can be set to medium w/little (if any) adverse effects.

go to tools > internet options > content > certificates. then remove some of the untrusted certificates that are geting blocked.
