is Corel Paint Shop Pro Photo XI bitmap or vector ?

It's mainly bitmap, but it can do a few vector formats. Gif, Jpg, anything photo is usually better off bitmap.

If you want Vector Graphics, Flash swf format is the best around (you could also try koolmoves or swish if you're on a lower budget).

You can have a vector layer on a paintshop image though. Most of the premade shapes, the text and bubbles for instance, are vectors (unless you change them).

PSP is both raster and vector drawing. Hand-drawn artwork, done in PSP, can be exported to either type of art files. The native file of PSP of hand-drawn work preserves both types under one file name.
